فاطماتا عاملة مهاجرة قُتلت بالإهمال والتخلي: 9 أشهر من المعاناة والعذاب في لبنان

لم تكن فاطماتا تعلم حين ودعت عائلتها في سيراليون أنه سيكون الوداع الأخير.

وصلت إلى لبنان في نيسان 2022 لتعمل في الخدمة المنزلية. لم تمض أسابيع على وصولها حتى مرضت. أعادها كفيلها إلى مكتب الوكيلة التي تجاهلت ضرورة معاينتها، كما تجاهلت حق فاطماتا بالتغطية الصحية المنصوص عليه في عقد العمل، وطلبت من عائلتها التكفل بشراء الأدوية لها. 

ولم تكتف الوكيلة بذلك، بل طلبت أيضاً من العائلة تسديد التكاليف المترتبة عليها، كبدل لأتعابها، أي 1450 دولاراً. قامت العائلة ببيع كل ما تملكه لتأمين هذا المبلغ. 

بدأت حالة فاطماتا تتدهور. إذ وضعت في مسكن غير آمن، وجوّعت من قبل الوكيلة. كان تقدّم لها قطعة من الخبز والماء يومياً، وفقط أثناء تناول الدواء. وعندما طلب زوج فاطماتا تقديم الطعام لها، أجابته الكفيلة بأنها «ليست مطعماً». 

خلال تلك الفترة، حاول زوج فاطماتا مراراً التواصل مع مكتبي المنظمة الدولية للهجرة (IOM) في سيراليون ولبنان، للمطالبة بإعادتها إلى بلدها. لكن من دون نتيجة.

تدهور حالة فاطماتا الصحية لم يمنع الوكيلة من رميها أمام قنصلية سيراليون في الجناح، وإعفاء نفسها من المسؤولية تماماً. وصل خبر فاطماتا إلى عاملات من المجتمع السيراليوني في بيروت، فأخذنها إلى مسكنهن. وبعد أشهر طويلة ومحاولات لا تحصى من التواصل مع قنصلية بلادها والمنظمة الدولية للهجرة، نُقلت إلى المنظمة في تشرين الثاني 2022. 

في بداية كانون الأول 2022، أدخلت إلى مستشفى الساحل مؤقتاً. شُخص مرضها بـPML، أو ما يُعرف باعتلال الدماغ الأبيض المتعدد البؤر التقدمي. وهو اضطراب عصبي خطير تسببه الإصابة بفيروسات ويؤثر على الجهاز العصبي المركزي، ويتطلب رعاية ودعماً طبيين متخصصين واسعي النطاق. 

كان واضحاً أن وضع فاطماتا لا يسمح بإخراجها من المستشفى. إلا أنه عوضاً عن تقديم الرعاية الصحية اللازمة لها، قررت المنظمة الدولية للهجرة إخراجها وإعادتها إلى مكان إقامة صديقاتها، من دون خطة عمل مجديّة أو حتى تأمين رعاية لها، ممّا زاد الخطر على حياتها.

كان مكان الإقامة، الذي نقلت إليه فاطماتا، مكتظاً للغاية. والمبنى في حالة يُرثى لها. عدا عن أن الوضع المادي للقاطنات فيه كان صعباً، ولا يستطعن بالتالي تأمين احتياجاتها الأساسية، كالغذاء. ولأن لا مكان آخر لها، ولأن المنظمة الدولية للهجرة تخلت عن واجبها، أقامت فاطماتا في هذا المكان حوالي 3 أشهر، وهي تتغذى على الخبز وحده. 

في 27 كانون الأول 2022، تواصل أحد أعضاء مجتمع سيراليون، الذين قاموا بمتابعة حالة فاطماتا في المستشفى، مع شبكة الدفاع عن العاملات المنزليات (DoWAN)، للإبلاغ عن الوضع الخطير الذي تعيشه. حاولت الشبكة إدخالها إلى مستشفيي الساحل وبيروت الحكومي، إلا أنهما رفضا إدخالها بذريعة حاجتها إلى العزل، بعدما تبيّن أن المرض الذي تعاني منه معدي. من جهته، اكتفى الفريق الطبي للمنظمة الدولية للهجرة بالإعراب عن مخاوفه بشأن وضعها الصحي، من دون اتخاذ أي قرار.

روت إحدى المتابعات لحالة فاطماتا، في حديث مع «أخبار الساحة»، الظروف القاتلة والمخاوف الطبية، التي عانت منها في أيامها الأخيرة وكيف تركت وحيدة تحت رعاية رفيقاتها من المهاجرات، رغم خطر انتقال العدوى لهنّ، ورغم أن المنظمة كانت على يقين تام أنها ستموت بلا شك، إذا لم تحصل على الدعم الذي تحتاجه. 

علمت المنظمة الدولية للهجرة بكل ذلك. ورغم تعدد المطالبات والمراسلات من أطراف مختلفة، لعبت دوراً سلبياً تمثل بالتهرب من المسؤولية وإهمال واجباتها والمماطلة وعدم التواصل الواضح والعجز عن تقديم الرعاية والحماية لفاطماتا، مع أن واجبها هو حماية المهاجرين/ات ودعمهم/ن.

ماتت فاطماتا في 28 كانون الثاني 2023. وكما تركت وحيدة في حياتها، كانت كذلك في مماتها. ورغم مرور سبعة أسابيع على وفاتها، إلا أنها لم تدفن بعد.

تقدر تكلفة نقل الجثمان إلى سيراليون بـ8000 دولار. الوكيلة طلبت من عائلتها دفع 3600 دولار لنقلها، لكن العائلة لم تستطع تأمين المبلغ وشعرت بالضغط، ولم تجد خياراً آخر سوى الموافقة على دفنها في لبنان، لا سيما بعد رفض المنظمة الدولية للهجرة التكفل بالمسألة.


Fatmata A woman migrant worker killed by neglect and abandonment: 9 months of suffering and agony in Lebanon

Fatmata did not know when she said goodbye to her family back in Sierra Leone that it would be their last farewell.

She arrived in Lebanon in April 2022 to be employed as a domestic worker.  A couple of weeks after her arrival, she fell ill.  Her sponsor (Kafeel) took her back to the agency, which on its part, subsequently ignored her need to be examined. They also disregarded Fatmata’s right to health coverage stipulated in the employment contract, and asked her family to buy medicines for her.

As if this was not enough, the agent also demanded the family to pay the costs incurred, as dues to her work, which amounted to 1450 USD.  The family had to sell everything they owned in order to secure this sum.

Fatmata’s condition began to deteriorate.  She was placed in an unsafe house and starved by the agent, where she was given a piece of bread and some water a day, and only at the time of taking her medicine.  When Fatmata’s husband asked the agent  to provide food for his wife, she replied that “she is not a restaurant.”

Throughout that period, the husband repeatedly tried to communicate with the offices of the International Organization for Migration (IOM) in Sierra Leone and Lebanon, to demand his wife’s return to her country.  But all in vain.

The deterioration of her health did not stop the agent from ditching her in front of the Sierra Leone consulate in the Jnah area, and hence absolve herself of the responsibility fully.  The news of Fatmata reached the workers from the Sierra Leonean community in Beirut, and they moved her to their residence.  After many months and countless attempts to communicate with her country’s consulate and the International Organization for Migration, she was transferred to the organization in November 2022.

At the beginning of December 2022, she was temporarily admitted to Al-Sahel Hospital.  She was diagnosed with PML, Progressive Multifocal leukoencephalopathy.  This is a serious neurological disorder caused by viruses infection that affects the central nervous system and requires extensive specialized medical care and support.

It was obvious that her condition was not suitable for her to be discharged from the hospital.  However, instead of providing her with the necessary health care, the IOM decided to take her out and put her back at her friends’ house, without a feasible plan of action or even securing the necessary care for her, which increased the danger to her life.

The accommodation to which Fatmata was transferred was extremely overcrowded.  The building is in a wretched condition.  In addition to the fact that the financial situation of its residents was already very harsh, and they could not even secure their basic needs, such as food.  Since there was no other place for her, and because the IOM had renounced its duty, she had to remain in this place for about 3 months, feeding on bread only.

On December 27, 2022, someone from the Sierra Leonean community, who had been following up on Fatmata’s condition at the hospital, contacted the Domestic Workers Advocacy Network (DoWAN ) to report her crucial situation.

The network tried to admit her to the “Sahel” and the “Beirut governmental” hospitals, but were faced with refusal, under the pretext that she needs isolation, after it became clear that the disease she was suffering from was contagious.  For its part, the medical team of the International Organization for Migration merely expressed its concerns about her health condition, without making any decision. 

One of the people who followed up with Fatmata’s case recounted, in an interview with “Akhbar al-Saha”, the fatal conditions and the medical fears that she suffered from in her last days and how she was left alone under the supervision of her fellow immigrants, despite the fact that there’s a risk of transmission of the infection to them, and although the organization was absolutely certain that she would undoubtedly die, if she was not given the necessary care.

The IOM knew all about that.  In spite of the great number of demands and messages they received from different parties, it played a negative role defined by avoiding responsibility, neglecting its duties, procrastinating, lacking clear communication, and being unable to provide care and protection for Fatmata, when its obligation to protect and support immigrants is crystal clear.

Fatmata passed away on January 28, 2023. And just as she was left alone in her life, this was the case when she was deceased. She even stayed for seven weeks without burial after her death. The cost of transporting her body back to Sierra Leone, is estimated to be 8000 USD.  The agent asked the family to pay 3600 USD to transport her, but they were unable to obtain such an amount. They felt pressured and had no other choice but to agree on burying her in Lebanon, especially since the International Organization for Immigration refused to take care of the matter.
