في 20 أيلول 2023، نشر النائب رازي الحاج (القوات اللبنانية) على حسابه في إكس صورة لإفادة سكن للاجئة سورية في لبنان، صادرة عن مفوضية الأمم المتحدة لشؤون اللاجئين في 19 أيلول 2023، قال إنها «تعد صارخ على القانون والسيادة الوطنية».
بعد ساعات، في 21 أيلول 2023، نشر النائب إبراهيم الموسوي (حزب الله) على إكس الصورة نفسها، معتبراً أن «مفوضية اللاجئين تعتدي على السيادة اللبنانية وتصدر إفادات سكن للنازحين السوريين، يجب عدم الاكتفاء بإدانة هذا الانتهاك الخطير بحق البلد وأهله».
ما سبق تضليل. وهو يستكمل التحريض المتواصل منذ أشهر ضد السوريين/ات. إذ إن هذه الوثيقة تُمنح للاجئين/ات الذين دخلوا إلى لبنان قبل 1 كانون الثاني 2015 (صاحبة الإفادة التي نشرها النائبان دخلت عام 2013) من قبل المفوضية، بطلب من الأمن العام اللبناني، كشرط لتجديد الإقامة منذ العام 2016.
كما أن إفادة السكن هذه تتضمن «رموزاً أمنية موجودة في الجزء العلوي»، وفق موقع المفوضية، تتيح للأمن العام التأكد من صحة المعلومات الواردة فيها وكشف أي تزوير أو تعديل.
المثير للاهتمام أن الحاج زعم، في منشوره، أنه تواصل مع وزير الداخلية والمدير العام للأمن العام «طالباً منهما أخذ الإجراءات اللازمة». لم يخبراه أنه مستند مطلوب من جهاز أمني يخضع لسلطتهما؟ لا يعرفان؟ من يعرف؟
The Lebanese Forces and Hezbollah align on incitement against Syrians
On September 20, 2023, MP Razi Al-Hajj (Lebanese Forces) published on his X account a picture of a residential certificate for a Syrian refugee in Lebanon, issued by the United Nations High Commissioner for Refugees (UNHCR) on September 19, 2023, which he said was “a blatant violation of the law and national sovereignty.”
Hours later, on September 21, 2023, MP Ibrahim al-Musawi (Hezbollah) posted the same photo on X, considering that “the UNHCR is encroaching on Lebanese sovereignty and issuing residential certificates to displaced Syrians. Condemning this serious violation act against the country and its people is not enough.”
The above incidents are misleading and part of the ongoing incitement against Syrians. This document is granted to refugees who entered Lebanon before January 1, 2015 (knowing that the woman whose certificate was published by the deputies has entered Lebanon on 2013) by the UNHCR upon request from the Lebanese General Security as a condition for renewing their residence permits since 2016.
This residence permit also includes “security codes located at the top,” according to the Commission’s website, which allow General Security to verify the accuracy of the information contained therein and detect any forgery or modification.
Interestingly, Al-Hajj claimed in his post that he had contacted the Minister of Internal affairs and the General Director of General Security, “requesting necessary measures.” The question is didn’t they inform him that the security board abided by their authority requires this document? Is it true they did not know? Ignorance is bless.
