«اعتداء لبنانيين/ات على سوريين/ات»، هو التوصيف الأكثر دقة لأغلب ما يحصل مؤخراً في عدد من المناطق اللبنانية. ومنها، الدورة (أقله في تطورات الحادثة، في 5 تشرين الأول 2023) وجل الديب والسبتية وبرج حمود (في 6 تشرين الأول 2023). وينسحب الوصف نفسه على التشبيح المستمر على عمال الديليفري في غير منطقة.
المساواة، في القوة والمقدرة والتعمد، بين ميليشيات حزبية لبنانية وسوريين/ات أفراد، ليست إلا جزءاً من مكنة التضليل والتحريض، الشغالة منذ أشهر بلا توقف، بما في ذلك الترويج لأخبار كاذبة بشأن العثور «على كميات كبيرة من الأسلحة» بحوزة لاجئين/ات في مخيمات محافظتي البقاع وبعلبك – الهرمل.
ما سبق، لا يعني أنه ليس بين السوريين/ات في لبنان من «يتجاوز القانون»، وهو ما ينطبق على لبنانيين/ات أيضاً. لكنه يعني أن تعميم التجاوز على كل السوريين/ات (كما كل اللبنانيين/ات) جريمة، إن لم يكن وفق قانون فعلي، فعلى على الأقل في ما يؤدي إليه من جرائم واعتداءات.
والأسوأ تعمد الأجهزة الأمنية (المتواطئة والمتخاذلة، كما دوماً) توقيف سوريين/ات، المعتدى عليهم/ن غالباً، من دون أي تحقيق، لا لبنانيين/ات يجولون في الشوارع بمجموعات على دراجاتهم/ن النارية، يشبحون ويضربون ويضايقون سوريين/ات ولبنانيين/ات بكل حرية وأمان.
Lebanese vs. Syrians: Attacks Not Disagreement!
“Lebanese attack Syrians” is the most accurate description of most practises that have been happening in several Lebanese regions, including Dora (especially the events on October 5, 2023), Jal Al-Dib, Al- Sabtieh and Burj Hammoud (October 6, 2023). The same description applies to the ongoing harassments of delivery workers in various areas.
The balance of power, capabilities and intent between Lebanese sectarian militias and individual Syrians forms only a part of the continuous campaign of misinformation and incitement that has been ongoing for months. This campaign has included the spreading of false news about the discovery of ‘large quantities of weapons’ among refugees in the camps of the Bekaa and Baalbek-Hermel governorates.
The preceding statements do not negate the existence of Syrians in Lebanon who engage in unlawful behavior, just as there are Lebanese individuals who do the same. However, it is essential to understand that making blanket generalizations about misconduct, applying it to all Syrians (as well as all Lebanese), is a crime. If not according to actual law, then at least in terms of crimes and assaults it leads to.
What’s even worse is the deliberate actions of the security forces (often complicit and complacent as usual), detaining Syrians, who are often the victims, without any investigation, while groups of Lebanese roam the streets on their motorcycles, freely and safely intimidating and assaulting both Syrians and Lebanese people.
