منذ يوم الاثنين الماضي، صار بإمكان أي مقيم/ة لبناني/ة في بيروت، أن يلاحق السوريين/ات حصراً في الطرقات والبيوت وأماكن العمل والمساحات العامة، والتبليغ عن مخالفاتهم/ن لدى الأجهزة الأمنية. ولن يحتاج، في ذلك، إلا إلى قليل من الشك والوطنية وتطبيق اسمه «تبليغ». هذه هي فكرة مبادرة «كل مواطن خفير»، التي أطلقها نائب بيروت القواتي غسان حاصباني، في تهديد إضافي لحياة السوريين/ات في لبنان.
أُرسل التطبيق الجديد، عند الإعلان عنه، إلى 30 ألف مستخدم في بيروت سيكونون، مع آخرين، «العيون الساهرة»، وفق حاصباني. وقد جاءت هذه المبادرة «في ظل ازدياد عدد الموجودين بطريقة غير شرعية في مناطق الأشرفية والرميل والصيفي والمدور، بعد وقوع احتكاكات عدة مع المواطنين وحوادث أمنية من سرقات وإطلاق نار أدى آخرها إلى مقتل الرقيب الأول في فوج حرس بلدية بيروت حسن العاصمي خلال تأدية واجبه، بعد تكاثر المخالفات منها مخالفات لقانون الإيجار والعمل والسير والدفاع وإجراءات الصحة العامة».
في عرضه لكيفية استخدام التطبيق، خلال المؤتمر الصحافي، أشار حاصباني إلى أنواع المخالفات المقررة سلفاً، التي يفترض أن يُدرج فيها المستخدم بلاغه، مع إمكانية إرفاقه بصورة وموقع جغرافي. وهي «مخالفات قانون الإيجار»، «مخالفات قانون العمل»، «مخالفات قانون السير» و«إقلاق راحة». بعدها، تصل البلاغات إلى «المركز»، الذي أنشأه حاصباني، لفرزها قبل إرسالها إلى الأجهزة الأمنية.
ووفق البيان الصحافي، «أتت المبادرة لتتكامل مع العمل التنسيقي القائم بين نواب المنطقة والذي انطلق منذ فترة لمعالجة تحديات الوجود غير الشرعي خاصة من قبل النازحين».
The Lebanese Forces launch an Application for Reporting Syrian Violations in Beirut
Since last Monday, any Lebanese resident in Beirut can exclusively pursue Syrians on the roads, in homes, workplaces, and public spaces, reporting their violations to the security authorities. This only requires a hint of doubt, patriotism, and the application named “Tibligh” (Report).This is the concept behind the initiative “Every Citizen is Sentinel” launched by Ghassan Hasbani -Beirut deputy (Lebanese Forces).This poses an additional threat to the lives of Syrians in Lebanon.
The new application was sent, upon its announcement, to 30,000 users in Beirut who will be, along with others, “vigilant eyes”, according to Hasbani. This initiative comes amid “the increasing number of illegal individuals presence in areas like Ashrafieh, Rmeil, Sayfi, and Mdawar, following several clashes with citizens and security incidents involving thefts and shootings, the latest of which led to the killing of First Sergeant Hassan Al Asmi of the Beirut Municipality Guard, during his duty, due to the proliferation of violations, including violations of rental, labor, traffic, defense laws, and public health procedures”.
In his presentation on how to use the application during the press conference, Hasbani pointed out predefined types of violations where users are expected to file their reports, with the option to attach photos and geographic location. These include “violations of the rental law”, “violations of labor law”, “violations of traffic law”, and “disturbance of peace”. Subsequently, the reports reach “the center”, established by Hasbani, where they are sorted before being sent to the security authorities.
According to the press statement, “the initiative comes to complement the existing coordination among the region’s deputies, which has been ongoing for a while to address the challenges of illegal presence, especially by refugees”.
