الدارج هذه الأيام أن تحدد بلدية ما مهلة للسوريين/ات «غير الشرعيين» الذين يعيشون فيها، ليغادروها قبل اللجوء إلى القوة. هذا ما حصل في كوبا ودده (البترون). وما سيحصل، على ما يبدو، في دير الأحمر (قضاء بعلبك) وآسيا (البترون).
دير الأحمر
في 22 نيسان 2024، أصدر اتحاد بلديات دير الأحمر تعميماً، أمهل السوريين/ات الذين لا يحوزون «إقامات شرعية» 15 يوماً لتسوية أوضاعهم/ن لدى الأمن العام أو مغادرة البلدة.
في 7 أيار 2024، نقل موقع «ليبانون ديبايت» عن مصادر قرار بلدية دير الأحمر «ترحيل 180 خيمة من أصل 680 أخرى كمرحلة أولى، واعطاء مهلة حتى 20 أيار كحد أقصى أمام السوريين لمغادرة هذه الخيم».
في 21 أيار، تداولت وسائل إعلام خبراً عن بدء بلدية دير الأحمر تنفيذ قرار الإخلاء بالقوة. لكن رئيس بلديتها لطيف القزح قال في تصريح لـ«سبوت شوت»، نُشر في اليوم نفسه، إن «4 أو 5 خيم، فكوهن أصحابهن وعم يرحلوا. يلي بعد ما فكوا، رح نعطيهن مهلة ليوم الأحد (26 أيار). من هون للأحد، الخيمة المش مفكوكي رح نجيب جرافة ونشيلها، لأنو وجودهن ما الو معنى».
آسيا
أعلن رئيس بلدية آسيا جورج الحلو، في 20 أيار، أن المجلس البلدي تبلغ قرار محافظ الشمال رمزي نهرا بـ«إمهال السوريين غير الشرعيين مهلة 10 أيام لمغادرة البلدة، وإلا ستقوم الأجهزة بإجبارهم على المغادرة بالقوة بعد انتهاء المهلة وتأمين المؤازرة الأمنية اللازمة عند طلب البلدية».
مع العلم أن البلدية هي التي طلبت من المحافظ، في 16 أيار، توجيه القوى الأمنية للمساعدة في «إزالة مخالفة إنشاء الخيم في العقار رقم 2555».
Deir al-Ahmar and Asia Threaten Syrians with Deadlines
In current days, it is becoming common for municipalities to set deadlines for “illegal” Syrian residents to leave before resorting to force. This occurred in Kobba and Deddeh (Al-Batroun). And it seems to be happening in Deir al-Ahmar (Baalbek District) and Asia (Al-Batroun) as well.
Deir al-Ahmar
On April 22, 2024, the Deir al-Ahmar Municipalities Union issued a circular, granting Syrians without “legitimate residency permits” a 15-day ultimatum to either regularize their status with the General Security or leave the town.
On May 7, 2024, “Lebanon Debate” website cited sources reporting a decision by Deir al-Ahmar Municipality to “remove 180 tents out of 680 as a first phase, giving Syrians a deadline until May 20 to vacate these tents.”
On May 21st, media outlets circulated news regarding the initiation of forced evacuations by Deir al-Ahmar Municipality. However, Mayor Latif Al Qazzah stated in a statement to “Spot Shot,” published on the same day, that “4 or 5 tents have been dismantled by their owners and they are voluntarily leaving. After they are dismantled, we will give them until Sunday (May 26th). From now until Sunday, any tents remaining will be removed using bulldozers, as their presence serves no purpose.”
Asia
On May 20, the mayor of Asia, Georges El Helou, announced that the municipal council was informed by the governor of the North, Ramzi Nohra, to “give illegal Syrians a 10-day grace period to leave the town, otherwise the authorities will force them to leave after the deadline and provide the necessary security support upon the municipality’s request.”
It’s worth noting that the municipality requested from the Governor, on May 16, the intervention of security forces to assist in “removing the violation of setting up tents on property number 2555.”
