وحدها القوات اللبنانية، من بين أطراف العصابة الحاكمة، لم تجد أي ضرر في قرار مفوضية الأمم المتحدة لشؤون اللاجئين وقف التغطية الاستشفائية للاجئين السوريين/ات في لبنان ووقف الدعم المقدم لمختلف مراكز الرعاية الصحية الأولية، بدءاً من تشرين الثاني 2025. لكن هذه ليست المشكلة بكاملها. إذ إنها وحدها، أيضاً، من اعتبرت هذا القرار استجابة لـ«نضالها» التحريضي ضد السوريين/ات.
الكذب واضح. ذلك أن وفد المفوضية أبلغ وزير الصحة اللبناني، في 28 أيار 2025، أن القرار اتخذ بسبب «محدودية التمويل المقدم من الدول المانحة»، لا استجابة لطلب القوات مثلاً. وهو مسار بدأ منذ سنوات، وأدى إلى تقليص هائل في الخدمات، القليلة أصلاً، المقدمة للاجئين. رغم ذلك، زعمت القوات أن «المفوضية أصدرت قراراً بوقف تمويل التغطية الصحية للسوريين، بعد عام على كتاب القوات للمفوضية بوقف تمويل الوجود السوري».
على أن كارثية القرار تبقى أوضح من الكذب نفسه، طالما أن عودة السوريين/ات إلى بلادهم لم تتحقق بعد. ما يعني أن آلاف المرضى لن يتلقوا العناية اللازمة (استفاد من الخدمة الطبية 44796 مريضاً سورياً عام 2024)، مع ما سيترتب على ذلك من تداعيات سلبية لن تصيب السوريين/ات وحدهم. رغم ذلك، احتفى النائب القواتي غسان حاصباني بالقرار. فهو لم يعتبره بداية لـ«خطوات عملية» تستجيب لمطالبة القوات «المباشرة» بـ«وقف الدعم المالي للسوريين» فحسب، بل رأى فيه «خطوة بالإتجاه الصحيح تؤكد أن الوضع في سوريا يسمح لهم بالعودة».
طبعاً، الاستنتاجات القواتية هي مما يصيب المنطق بالعجب. وفي كل حال، لم يؤد تقليص الخدمات، طوال السنوات الماضية، إلى عودة سوريين/ات إلى بلادهم. لكن هذه الوقائع ليست مهمة. فما يهم القوات، كما في كل حملتها التحريضية، هو التضليل وتوهم الانتصارات.
The Lebanese Forces’ Lie
Only the Lebanese Forces, among all factions of the ruling clique, saw no harm in the UNHCR’s decision to halt medical coverage for Syrian refugees in Lebanon and to stop support for various primary healthcare centers starting in November 2025. But that is not the whole issue. They were also the only party to view this decision as a response to their own inciteful “struggle” against the Syrian refugees.
The falsehood is evident. On May 28, 2025, a UNHCR delegation informed Lebanon’s Minister of Health that the decision was driven by “limited funding from donor countries”—not, as the Lebanese Forces claimed, in response to their demands. The cutbacks are part of a years-long trend that has already led to a drastic reduction in the limited services available to refugees. Nevertheless, the Lebanese Forces asserted that “the UNHCR issued its decision to end healthcare funding for Syrians a year after the party sent a letter demanding an end to support for the Syrian presence.”
Yet the disastrous impact of the decision is even more glaring than the falsehoods surrounding it—especially given that the return of Syrian refugees to their country has yet to materialize. This means thousands of patients will be left without essential medical care (44,796 Syrian patients benefited from the service in 2024), with consequences that will affect not only Syrians but the broader population as well. Despite this, Lebanese Forces MP Ghassan Hasbani celebrated the move. He described it not only as the beginning of “concrete steps” in response to his party’s “direct call” to cut financial support for Syrians, but also as “a step in the right direction,” claiming it proves that conditions in Syria now allow for their return.
Naturally, the Lebanese Forces’ conclusions defy logic. In any case, years of service cutbacks have not led to a return of Syrian refugees to their homeland. But such facts hold little weight. What matters to the Lebanese Forces—consistent with the tone of their entire incitement campaign—is disinformation and the illusion of victory.
