منع دخول المساعدات إلى مخيمات زحلة والبقاع

في منتصف تشرين الثاني 2022، بدأت المفوضية العليا للاجئين بفصل اللاجئين/ات السوريين/ات المسجلين لديها في لبنان، من المساعدات المالية التي تبلغ مليون ليرة لبنانية للعائلة في الشهر، أي ما يعادل 20 دولاراً أميركياً، إضافة إلى الحصة الغذائية التي تبلغ قيمتها 800 ألف ليرة لبنانية، بحجة نقص الموارد، أو إعطاء الأولوية لأسر أخرى. هذا المنع حصل على الرغم من أن تسعة من كل 10 لاجئين/ات سوريين/ات يعانون من الفقر المدقع، وفق تصريح سابق للمفوضية.

هذا الفصل أتى بالتزامن مع اشتداد الأزمة الاقتصادية التي يعاني منها لبنان من جهة، وتضييق السلطات اللبنانية على اللاجئين/ات لاستئناف قوافل العودة إلى سوريا من جهة أخرى.

في بداية نيسان 2022، بدأت السلطات اللبنانية في البقاع بفرض إجراءات معقدة على الجمعيات للسماح لها بإدخال المساعدات إلى مخيمات اللاجئين/ات، كالحصول على موافقة من المحافظة، ثم من مخابرات الجيش. 

تقول ناشطة في مخيم العمرية لـ«أخبار الساحة»، «توقفت مخابرات الجيش عن السماح للجمعيات الإغاثية بالدخول إلى المخيم، باستثناء الجمعيات التابعة للمفوضية (الأمم المتحدة) التي قننت مساعداتها العينية من غذاء، تدفئة ودواء، بالإضافة إلى الجمعيات الدولية مثل كاريتاس والمجلس النرويجي NRC، إلا أن هذه الجمعيات يقتصر نشاطها في المخيم على تقديم الخدمات والمساعدة في المجالين القانوني والرعائي».

لا يعلم أحد من سكان المخيمات الأسباب الحقيقية لهذا المنع. كل ما يصلهم هو إخطار للشاويش، الشخص المسؤول عن المخيم، والذي يتمّ عن طريقه التواصل مع مخابرات الجيش، حيث يعلمهم باسم الجمعية والمواد التي سيتم توزيعها.

تؤكد إحدى الشاويشات، وهي مسؤولة عن أحد مخيمات زحلة، ما ذكر سابقاً. «آخر مرة سُمح للمساعدات بالدخول كانت في شهر رمضان، من بعدها تم منع كافة الجمعيات ومن ضمنها «أوردا» و«السلام» من الدخول إلى المخيم. يسمح لمفوضية الأمم المتحدة فقط بالدخول وغالبية سكان المخيم فصلت من برنامج المساعدة، حتى الأشخاص الذين يعتمدون على الجمعيات لتأمين أدويتهم، مثل كبار السن، أو من يعانون من أمراض مزمنة، لم يعد حصولهم على المساعدة ممكناً».

مع ذلك، لم يطرأ أي تغيير على آليات التوزيع بالنسبة للجمعيات التي تقدّم مساعدات مرتبطة بمواد التنظيف، نظراً لارتباط ذلك بالخوف من انتشار الكوليرا بشكل أكبر في المخيمات.

وفي سعدنايل، يؤكد شاويش أحد المخيمات أن الوضع مشابه. «المساعدات كانت أصلاً قليلة، وتمّ فصل غالبية المسجلين في برامج المساعدة من دون سبب واضح. أيضاً، هناك إجراءات مفاجئة لم تكن معتمدة سابقاً من قبل الدولة اللبنانية، فقد أبلغوني أن دخول المساعدات الطبيّة والغذائية إلى المخيم ممنوع. لكن مخابرات الجيش سمحت لنا بإدخال خيم جديدة مع لوازمها مؤخراً، بسبب حريق اندلع في المخيم تضررت منه أربع خيم».

يشمل هذا المنع أيضاً الجمعيات اللبنانيّة المرخصة، التي كانت تقدّم جلسات توعية ضد العنف، أو حول الصحة الإنجابيّة والجنسيّة مثل «كفى».

 الأمر الذي أكدّه وزير الشؤون الاجتماعية هيكتور حجار في تقرير بثته المؤسسة اللبنانية للإرسال (LBC) في 3 كانون الثاني 2023، إذ قال إن هذه الإجراءات هي جزء من خطة وزارته لتنظيم عمل المنظمات الدولية في مخيمات النزوح، مشيراً إلى أنه سيرفض كلّ المشاريع والإجراءات التي لا تصبّ في مصلحة اللبنانيين. وإن شرط الوزارة لقبول أي مشروع هو أن يكون «ملائماً وعادلاً».

وتعقيباً على مفهوم العدل، قال ناشط في منطقة البقاع لـ«أخبار الساحة» إن البلديات، وبأمر من المحافظة وبالتنسيق مع المخابرات، تفرض اقتطاع 30 في المئة من المساعدات العينيّة مقابل السماح بتوزيعها.


Aid prevented from Zahle and Bekaa camps

In mid-November 2022, the High Commission for Refugees began dissociating registered Syrian refugees in Lebanon, from the financial assistance that amounts to one million LBP per month, a number equivalent to $20, in addition to the food ration thats worth 800,000 LBP, under the pretext of lack of resources, or prioritizing other families. This suppression occurred despite the fact that 9 out of 10 Syrian refugees suffer from extreme poverty, according to a previous statement by the UNHCR.

The seclusion came in conjunction with the intensification of the economic crisis that Lebanon is suffering from on one hand, and the restrictions imposed by the Lebanese authorities on refugees to resume their return back to Syria on the other hand.

At the beginning of April 2022, the Lebanese authorities in Bekaa began imposing complex procedures on associations regarding bringing aid into refugee camps, such as having to obtain an approval from the governorate, and then from the army intelligence.

An activist in Omariya camp told “Akhbar al-Saha” that “The army intelligence has stopped allowing relief associations from entering the camp, with the exception of those affiliated with the High Commission for Refugees (United Nations), whose in-kind assistance, related to food, medicine and heating, has been restricted, and the international associations such as Caritas and the Norwegian Council (NRC). However, these associations’ work is limited to providing services and assistance in the legal and the pastoral fields of the camp.”

No one there is aware of the real reasons behind this ban.  All they get is an alert from the “shawish”, that is the person in charge of the camp, and that communicates with the army intelligence, informing them of the name of the association and the materials to be distributed.

A woman in charge of one of Zahle’s camps, confirms what was previously mentioned. “The last time aid was allowed inside was during the month of Ramadan, after which all associations, including “Orda” and “Al-Salam”, were prevented from entering the camp. Only the United Nations High Commission is allowed to go in, but the majority of the camp’s residents have been separated from its assistance program, even those who fully depend on associations to secure their medicines, such as the elderly, and people suffering from chronic diseases. They are no longer able to obtain assistance.”

However, with all that, there has been no change in the distribution mechanisms for associations that provide assistance related to cleaning materials, due to the fear of the further spread of cholera inside the camps.

In Saadnayel, a “Shawish” confirms that the situation is similar.  “The aid was initially insignificant, but the majority of those enrolled in the assistance programs were dismissed for no apparent reason. There are also sudden measures that were not previously approved by the Lebanese state. I was informed that the entry of medical and food aid into the camp is prohibited.  Nonetheless, the army intelligence recently gave us the permission to bring in new tents and their supplies, due to a fire that broke out in the camp, where four tents got damaged.” 

This prohibition also applies to licensed Lebanese associations that used to provide awareness sessions against violence, or about reproductive and sexual health, such as “Kafa”. 

All this was confirmed by the Minister of Social Affairs, Hector Hajjar, in a report broadcasted by the Lebanese Broadcasting Corporation (LBC) on January 3, 2023, where he stated that these measures are part of his ministry’s plan to organize the work of international organizations in displacement camps, indicating that he will refuse all projects and procedures that do not  serve the interest of the Lebanese people. And that the condition that the ministry placed for accepting any project is for it to be “appropriate and fair”. 

Following the concept of fairness, an activist in the Bekaa region told “Akhbar al-Saha” that the municipalities, by order of the governorate and in coordination with the intelligence army, is imposing a 30% deduction from the in-kind aid, in return for permitting its distribution.
