يواصل محافظ بيروت مروان عبود تجاوزه القوانين في نطاق مسؤوليته الإدارية. فبعد تحويله حرس البلدية إلى أداة تشبيح وقتل موجهة ضد السوريين/ات، بما يتجاوز صلاحياته، أصدر في 12 آذار 2024 إعلاناً، يستند فيه إلى كتاب – يخالف بدوره القانون- صدر عن وزير الداخلية بسام مولوي في أيار 2023، ليفرض إجراءات تعسفية وعقابية ضد السوريين/ات المقيمين/ات في بيروت.
الإجراءات الجديدة تطلب من السوريين/ات الذهاب إلى مبنى البلدية لتسجيل بياناتهم/ن وعقود الإيجار وتأكيد إمتلاكهم/ن إقامات وتقديم إثبات عن ملكيتهم/ن الدراجات أو السيارات التي يستخدمونها. كما تطلب من أصحاب العقارات إعلام المحافظة بهوية المستأجر، إذا كان سورياً/ة، قبل تأجيره.
في ذلك، لا يخالف عبود قوانين لبنانية نافذة فحسب، ومن ضمنها تلك المعنية بالتعاقد الحر، بل يسطو أيضاً على صلاحيات سلطات أخرى، بالنسبة إلى تسجيل إقامات غير اللبنانيين/ات ومسألتي التنقل والسكن.
وكما هو الحال في إجراءات مشابهة اتخذتها بلديات منذ أيار الماضي، تهرب السلطات اللبنانية من تحمل مسؤولياتها تجاه مواطنيها، كما المقيمين/ات، برمي مسؤولية «التنظيم» و«حفظ الأمن» عليهم/ن، متذرعة بضعف الإمكانيات، عدا اعتمادها خطاباً تحريضياً ضد السوريين/ات.
احتفاء بمخالفة القوانين
احتفى نائبا بيروت وضاح الصادق (تيار المستقبل سابقاً) ونقولا الصحناوي (التيار الوطني الحر)، على حسابهما في «إكس»، بقرار محافظ بيروت المخالف للقانون. وكانت فرصة، عندهما، للتحريض على السوريين/ات.
كتب الأول: «القرار الصادر عن محافظ بيروت، والمتعلق بأوضاع النازحين السوريين في بيروت خطوة جيدة في الاتجاه الصحيح لتنظيم وإدارة النزوح السوري في العاصمة، بعد الفوضى العارمة التي أرهقت بيروت اجتماعياً وأمنياً على مدى سنوات».
وكتب الثاني: «أول خطوة نحو استيعاب عبء النازحين وبسط الأمن في بيروت. كل الدعم والتقدير للمحافظ مروان عبود».
Beirut Governor tyrannizes over Syrians
Beirut Governor Marwan Abboud continues to violate laws within his administrative jurisdiction. After turning the municipal police into a tool of thuggary and killing directed against Syrians, exceeding his authority, he issued a declaration on March 12, 2024, based on a letter – itself violating the law – issued by Interior Minister Bassem Mawlawi in May 2023, to impose arbitrary and punitive measures against Syrians residing in Beirut.
The new measures require Syrians to go to the municipal building to register their data, rental contracts, confirm their residency permit, and provide proof of ownership for the motorcycles or the cars they use. It also requires property owners to inform the governorate of the identity of the tenant if they are Syrian before renting out the property.
In doing so, Abboud not only violates current Lebanese laws, including those related to freedom of contract, but also encroaches upon the authorities of other entities regarding the registration of non-Lebanese residents and issues of mobility and housing.
Similarly to identical measures taken by municipalities since last May, Lebanese authorities are shirking their responsibilities towards their citizens, as well as residents, by placing the burden of “regulation” and “security maintenance” on them, citing resource constraints, while relying on an inciting discourse against Syrians.
Celebration of Law Violation:
Beirut deputies; Wadah Al-Sadek (formerly Future Movement) and Nicolas Sehnaoui (Free Patriotic Movement) celebrated, on their “X” accounts, the Beirut Governor’s decision that violates the law. It was an opportunity for them to incite against Syrians.
The first wrote: “The decision issued by the Beirut Governor regarding the situation of Syrian refugees in Beirut is a good step in the right direction towards organizing and managing the Syrian displacement in the capital, after the rampant chaos that has burdened Beirut socially and security-wise for years.”
The second wrote: “The first step towards accommodating the burden of refugees and ensuring security in Beirut. Full support and appreciation for Governor Marwan Abboud.”
