يبدو أن الجريمة التي يرتكبها سوري/ة، ليست مثل غيرها من جرائم يومية يمكن أن يتورط فيها أشخاص من جنسيات أخرى. فهي، على ما نفهم من هذه التصريحات والتعليقات، لا تظهر خطراً يمثله كل السوريين/ات فحسب، بل إنها أيضاً محملة بفائض من المعنى ضد لبنان ككل، بكيانه ورسالته وكرامة سكانه ومناطقه.
نواب
مساء 11 كانون الثاني 2024، استنتج النائب نقولا الصحناوي (التيار الوطني الحر) أن السوريين/ات جميعاً متورطون بقتل عنصر في حرس بلدية بيروت، في الليلة نفسها، في الجميزة. ودليله إلى ذلك أن المشتبه به، الذي لم يكن قد أوقف بعد، سوري الجنسية. الصحناوي، بما يختزنه من أفكار وتصورات عنصرية و/أو بما يؤديه من أدوار تضليلية وتحريضية، لا يحتاج إلى أكثر من هذا اليقين. فهذه الجريمة، كما كتب على «إكس»، «يجب أن تكون صحوة ضد التفلت الأمني وحتمية حل وضبط تواجد النازحين السوريين في منطقة بيروت وكل لبنان».
لا تستدعي كل جريمة صحوة، إلا إذا كان سوري مرتكبها. هكذا، اجتمع في اليوم التالي عدد من نواب العاصمة في بلدية بيروت. وفي المؤتمر الصحافي، الذي عقد بمشاركة المحافظ ورئيس البلدية، لم يذكر النائب غسان حاصباني (القوات اللبنانية) السوريين/ات أبداً. لكنه دعا، باسم زملائه، القوى الأمنية إلى أن «تقوم بعمل متشدد أكثر لتطبيق القوانين بخاصة بالمناطق يلي فيها اكتظاظ واحتكاكات وفيها مقيمين وزوار بطريقة غير شرعية وغير قانونية، وكنا قد حذرنا من تداعياتها. هيدا الموضوع أصبح خط أحمر عندما اتضح انو المقيمين والمارين والزوار عم يقوموا بأعمال غير قانونية. وأيضاً هم أشخاص مسلحين وقادرين يستعملوا سلاح بشوارع الرميل والصيفي والمدور والأشرفية أو بأي مكان آخر من بيروت. وهيدا الشي منو مقبول اطلاقاً وقد يؤدي إلى تداعيات سيئة جداً في المستقبل إذا صار في ردات فعل من الأهالي».
وبوضوح أكثر، صرح زميله النائب جهاد بقرادوني (القوات اللبنانية)، بعد الاجتماع لموقع جريدة النهار، أنه «عدة مرات صرنا داقين ناقوس الخطر انو في مشكلة بموضوع السوريين يلي ما عندن وراق شرعية. وهيدا يلي صار مبارح مش مقبول بأي معيار (…). يلي فاكر انو بيقدر يفوت على مناطق آمنة وسكنية ويعمل يلي بدو هو غلطان كتير، إذا هني زعران نحن عنا قبضايات».
صحافة
لم ينتظر موقع النشرة توقيف المشتبه به أيضاً. بعد ساعات قليلة من الجريمة، نشر خبراً عنوانه «سوري أقدم على قتل عنصر من شرطة بيروت…». وفي نشرتها المسائية، في 12 كانون الثاني، عرّفت LBC عن القاتل بأنه «نازح سوري»، كي لا يخطئ المشاهدون/ات في تقدير خطورة الموقف.
أما الصحافية في جريدة نداء الوطن نوال نصر، فكتبت تقريراً في 13 كانون الثاني، بعد زيارتها منزل الضحية، كان عنوانه الفرعي «سوري آخر اقترف جرماً». مع ذلك، شاركت نصر مع قرائها، في المقدمة، بعضاً من «هواجسها العنصرية» بشأن ذكر جنسية الجاني. فكتبت «قتله شاب إذا قلنا جنسيته سيقولون: عنصريين. هو شاب سوري قتل الرقيب الأول وأطلق النار على عامل مصري وفر. فهل انتهت القصة هنا أم يفترض أن تبدأ من هنا؟».
وعلى «إكس»، كتبت الصحافية رندا المر «هيدا مش نازح: هيدا مجرم، قاتل، محتل. يمكن آن الأوان نبلش ناخد حقنا بإيدنا. هيك هيك فالت الملق! قد ما نسترجع لكرامتنا قد ما يزيد إحترامنا لنفسنا».
وكتبت الصحافية باسكال أبو نادر أن «مقتل الشرطي في بيروت على يد نازح سوري دليل إضافي على أن وضع هؤلاء لا يمكن أن يستمر هكذا، وأن قضية النزوح تتهدد الكيان اللبناني وأصبحت تمس بالأمن أيضاً».
A Syrian Killer Implies All Syrians are Killers
It appears that the crime committed by a Syrian individual is not akin to other daily crimes that individuals of other nationalities might be involved in. According to these statements and comments, it doesn’t only represent a threat posed by all Syrians, but also carries an additional meaning against Lebanon as a whole, targeting its identity, message, and the dignity of its residents and regions.
Deputies
On the evening of January 11, 2024, Deputy Nicolas Sahnaoui (Free Patriotic Movement) concluded that all Syrians are implicated in the killing of a municipal guard in Beirut, on the same night, in Gemmayze. His evidence for this assertion is that the suspect, who had not yet been arrested, is of Syrian nationality. Sahnaoui, with his harbored racist beliefs and/or his role in disseminating misleading and inflammatory narratives, needs no more than this conviction. According to his statement on “X”, this crime, “should be a wake-up call against the security lapse and the necessity of resolving and controlling the presence of Syrian refugees in the Beirut area and all of Lebanon”.
Not every crime calls for an awakening, unless it is committed by a Syrian. Thus, the next day, a number of Beirut representative deputies gathered at Beirut Municipality. In the press conference, attended by the governor and the mayor, Deputy Ghassan Hasbani (Lebanese Forces) never mentioned Syrians. However, he, on behalf of his colleagues, urged the security forces to “take stricter action to enforce laws, especially in areas with congestion and tensions, where residents and visitors are present in an illegal and illegitimate manner. We had warned of its repercussions. This issue became a red flag when it was clear that residents, passersby, and visitors were engaging in illegal activities. They are also armed individuals capable of using weapons on the streets of Ramil, Saifi, Mdawar, Ashrafieh, or anywhere else in Beirut. This is absolutely unacceptable and could lead to very bad consequences in the future, incase of potential reactions from the locals”.
More explicitly, his colleague, Deputy Jihad Bakradouni (Lebanese Forces), stated after the meeting to Al Nahar newspaper, “We have repeatedly warned about the serious issue concerning Syrians lacking legal documentation. What happened yesterday is not acceptable by any standard (…). Anyone who thinks they can enter secure and residential areas and do whatever they want is very mistaken. If they are troublemakers, we too, have our own neighborhood security measures”.
Journalism
Al-Nashra website did not wait for the suspect’s arrest. Just hours after the crime, they released a headline reading “A Syrian Commits Murder Against Beirut Police Officer…”.
LBC identified the killer in its evening bulletin on January 12, LBC identified as a “Syrian refugee” to ensure viewers correctly assessed the severity of the situation.
Journalist Nawal Nasr from the newspaper Nidaa Al-Watan wrote a report on January 13 after visiting the victim’s home, with the subheading “Another Syrian Commits a Crime”. Despite this, Nasr shared some of her “racial concerns” about mentioning the nationality of the perpetrator. She wrote, “A young man killed him, if we reveal his nationality, they would call us racists. He is a young Syrian who killed the sergeant major, shot an Egyptian worker, and fled. Has the story ended here, or should it start from here?”.
On “X”, Randa El-Mur, a journalist, wrote: “He’s not just a refugee; he’s a criminal, a murderer, an occupier. It’s time we take matters into our own hands in this anarchy, where there is no accountability. The more we reclaim our dignity, the more our self-respect is increased”.
Journalist Pascal Abou Nader wrote, “The killing of the police officer in Beirut by a Syrian refugee is an additional indication that the situation cannot continue like this. The issue of displacement is threatening the Lebanese entity and has become a security concern as well”.
